The Vision and the Promise of Political Leaders







1. Creation of a Low-CarbonEmissionsIndustrialCity
    Creation of a low-carbon emission, low-pollution life environment is one of the visions that Kaohsiung is actively pursuing. Even though the main source of the city’s prosperity has been multi-dimensional industrial development, with the target of decreasing CO2 emissions, only through actively counseling and persuading the industrial sector to improve energy efficiency and through a policy of encouraging industrial transformation, can we make KaohsiungCity achieve the vision of a low-carbon emissions, low-pollution industrial city.
2. A Future Model Paradigm for a Clean City
   Kaohsiung is a port city based in heavy industry. As for its role in Taiwan, it is an index for sustainable development in how it can take on the challenges of the issue on global climate change. If Kaohsiung’s CO2 emissions can be successfully decreased, it might serve as a target for other cities in Taiwan to copy, and further initiate a “ripple effect” in providing a model for other countries in Asia or even around the world to emulate.
3. Commitment of the Mayor
  “Like many cities reliant upon industry for employment, Kaohsiung has long faced the issue of improving air quality.  In recent years, the Kaohsiung City Government has continually encouraged all the people of the city to participate in the movement for sustainable development. It has actively counseled and informed the people about the inter-relationship between improving the prognosis for global climate change, and taking action on the spot to decrease pollution and improve the quality of life. Now, because of Taiwan’s response to the Kyoto Protocol, how to work towards mitigating the greenhouse effect and decreasing emissions is even more one of the main goals in promoting environmental planning in the Kaohsiung region.”
