   Due to the fact that the CO₂ emissions per capita of Kaohsiung are extremely high and concentrated in a few industries and factories, if Kaohsiung can effectively better the energy efficiency in industry and promote voluntary reduction, the room for improvement for reduction of greenhouse gases will be amazingly impressive.
    If we take a look around every major city in the world, Kaohsiung City is one of the few industrial cities that are mainly based on heavy industry yet have started to focus their attention on climate change and reduction of greenhouse gases. If its efforts work out, Kaohsiung City will serve as a model that other industrial cities can learn from.
